In case of non-availability of sponsored candidates, the same will be clubbed with General Category.
Applicants seeking admission against the sponsored seats must have a minimum of two year’s full time work experience (as on the last date of receipt of completed application form) in the sponsoring organization viz. Central/State Govt./Autonomous/Public Limited Company and will be considered for admission for specialization for which he has been granted permission by his/her parent department. If the sponsored candidate leaves the sponsoring organization during the course of study then his name will be deemed to have been removed from the college rolls from that date.
If the requisite number of Scheduled Tribes candidates are not available, seats remaining unfilled will be filled from the Scheduled Caste candidates and vice versa. If the transferred seats remain still vacant then such vacant seats will be treated as unreserved and will be filled up from amongst the candidates of General category.
The seats earmarked for OBC Category candidates will be filled up as per provisions of the Central Educational Institutions for (Reservation in Admission) Act, 2006,
reservation of 27% of seats for OBCs. Kashmiri Displaced Persons: Decision of Panjab University contained in letter No. Misc./A-6/ 4075-4325 dated 16.6.2011 is reproduced below:
- Fulfillment of the requirements for admission to the Courses as in the case of other candidates, under no circumstances, the requirement of Entrance Test, wherever applicable, shall be relaxed;
- Production/submission of a certificate to the effect the applicant is a ward of Kashmiri Displaced Person, issued by an authorized Government Officer,
- and while giving such concession, it may be scrutinized whether the person is really Kashmiri (Permanent resident of Kashmir) migrated to other states or he/she is a temporary resident of Kashmir but not actually a Kashmiri who shifted to other states
- 5 % weight age be given and the merit be determined accordingly provided that the candidate fulfilled the minimum prescribed qualifications (including Entrance Test), wherever applicable, for all courses including Professional and technical courses of the University Teaching Departments and the affiliated colleges.
Only (Single) Girl Child: Decision of Panjab University contained in letter No. Misc./A-6/3825-4074 dated 16.6.2011 is reproduced below:
“Two additional seats for the only sibling (single) girl child for admission in each course in the Panjab University teaching departments and its affiliated colleges have been allowed provided she is otherwise eligible from all angles.”
An affidavit on stamp paper worth 20/- duly attested by 1st class magistrate to be obtained from the parents of the girl child. Specimen of the affidavit is enclosed.
Cancer and AIDS patient: Decision of Panjab University contained in letter No. Misc./A-6/3825-4074 dated 16.6.2011 is reproduced below:
“ An additional seat each for Cancer/ AIDS patient for admission to a given course has been allowed in the Panjab University teaching departments and its affiliated colleges provided the candidate seeking admission under this category is otherwise eligible from all angles.”
The claimant candidate will have to submit a certificate with proof from the National Medical Institute like PGI, AIIMS etc. in support of his/her claim.
Eligibility for Admission:
A candidate who has passed one of the following examinations shall be eligible to join the course.
- Must have passed the Bachelor of Fine Arts Examination of Panjab University or an examination recognized equivalent thereto with 50% or more marks in the aggregate.
- Must enclose a certificate/letter of equivalency from the Panjab University along- with admission application in case BFA is passed from the University other than Panjab University.
Procedure for Applying for Admission:
Prescribed admission form & Prospectus for the below courses is available on the college website www.artcollegechandigarh.org Application in the prescribed form along with the documents attached in order as specified in the sub clause (iii) of this para shall be received on or before 8.8.2011 in the college office for scrutiny on the dates specified for each course:

- Incomplete application without relevant documents, not on prescribed form or received after the expiry of the stipulated last date shall not be entertained and rejected. The College, however, accepts no responsibility for loss or delay in transit by post.
- The application forms must be filled in by the candidates in their own handwriting with a latest passport size photograph (to be pasted on application form) should be accompanied by the Photostat copies of self-attested documents attached in the order as mentioned hereunder:-
- Degree of Bachelor of Fine Art or equivalent examination / Diploma in the case of Deaf and Dumb/Mentally Challenged candidates.

- Documentary proof in support of reservation claimed under SC/ST/OBC/PH category.
- Registration Card (in case of only those candidates who are already registered with Panjab University)
- Proposed programme of study and professional experience.
- A note on their works in 500 words by self in the prescribed proforma.
- 03 (three) photographs of latest works in case of sponsored candidates
- Certificate of No Objection from the employer in case of sponsored candidates in the proforma appended with the application form.
- Character Certificates from the College/University last attended (in case of any gap period, the same must be accounted for by submitting an affidavit attested by the 1st Class Magistrate)
- Certificate of the competent authority mentioning the annual income from all sources duly certifying that the candidate does not fall under the category creamy layer’ and belongs to OBC category.
- In case of Only (Single) Girl Child - An affidavit on stamp paper worth 20/- duly attested by 1st class magistrate to be obtained from the parents of the girl child. Specimen of the affidavit is enclosed.
- In case of Cancer/Aids patient - The claimant candidate will have to submit a certificate with proof from the National Medical Institute like PGI, AIIMS etc. in support of his/her claim.
- In case of Kashmiri Displaced Persons - Production/submission of a certificate to the effect the applicant is a ward of Kashmiri Displaced Person, issued by an authorized Government Officer,
- The original medical certificate from Registered Medical Practitioner regarding the fitness for study to be retained by college.
- Certificate issued by the Principal Medical Officer/Civil Surgeon Chandigarh or his/her concerned district indicating percentage of disability in respect of Physically Handicapped for Special Advanced Diploma in Fine Arts courses and other reserved seats for Physically handicapped students.
- In case of Mentally Challenged Persons - a certificate from the competent authority of the PGI/Government Medical College and Hospital, Sector-32, Chandigarh, that he/she is fit to pursue in Painting or Applied Art
- All disputes concerning admission shall be subject to the exclusive jurisdiction of the courts at Chandigarh.
Selection Procedure
The candidates will be required to be present for interview with all their original certificates and a portfolio of their works before a Committee headed by the Principal. The decision of this Committee will be final. The selection will be strictly in order of merit in the following manner.
- Weightage of 50% marks will be given for portfolio of works and programme of study submitted by the candidate.
- Weightage of 30% marks will be given for marks secured by the candidates in the last qualifying examination.
- Weightage of 20% marks will be given for the statement note on their works by self in 500 words.
Candidates securing equal marks will be bracketed together. Their inter-se merit will be determined in accordance with the following criteria:-
- Candidate senior in age shall rank higher in order of merit.
- In the case of tie in age also, a candidate getting higher percentage of marks in the qualifying examination shall rank higher in order of merit.
- The list of selected candidates will be displayed on the college Notice Board on the next day of the interview.. No separate information in this regard will be sent to the candidates. However, result will be posted on the college website
- All the selected candidates will be required to deposit necessary fee & other charges by 1 p.m. the day on which the list of candidate is displayed, failing which the seat shall be offered to the candidate next in waiting
- The regular classes of MFA 1st Year shall commence from 23.8.2011
- The students who are admitted to the college are required to submit his/her latest address to the college and change if any during the period of study also intimated as and when this takes place.
- The admission of a candidate will be purely provisional subject to approval of the Panjab University and in case the same is not approved by the university the candidature of a candidate shall be cancelled and no refund of fee/funds (except security) deposited with the college shall be permissible.
University Regulations for M.F.A Course.
1.1. The duration of the course leading to the degree of M.F.A. (Painting M.F.A. (Applied Art), M.F.A. (Sculpture) and M.F.A. (Graphics-print making) shall be two years. Annual examinations for the 1st Year & Final Year of Master of Fine Arts (MFA) shall be conducted by the Panjab University. These examinations will be held once a year ordinarily in the month of April or on such dates as may be fixed by the Syndicate.
1.2. The last date for receipt of examination Admission form and fee without late fee and with late fee shall be as fixed by the Syndicate and notified by the Controller of Examinations from time to time.
2.1.(a) A candidate who has passed one of the following examinations shall be eligible to join the Course :
(i) Candidate seeking admission to the MFA Courses must have passed the Bachelor of Fine Arts Examination of Panjab University or an examination recognized equivalent thereto with 50% or more marks in the aggregate.
(ii) Any other examination recognized by the Syndicate as equivalent to (i) above with at least 50 per cent marks in the aggregate.
(b) In addition to the condition laid down in 2.1(a) a candidate will be required to be present for interview as per admission calendar with a portfolio of their works before a Committee headed by the Principal. The decision of this Committee will be final. The selection will be strictly in order of merit in the following manner.
- Weightage of 50% marks will be given for portfolio of works and programme of study submitted by the candidate.
- Weightage of 30% marks will be given for marks secured by the candidates in the last qualifying examination.
- Weightage of 20% marks will be given for the statement note on their works by self in 500 words.

The years work in practical subjects will be assessed by a Jury consisting of one external and one internal examiner appointed by Panjab University. For theory subjects written examination will be taken by the University but report, dissertation and viva voce will be conducted internally by a jury appointed by the University which will send their marks to the University.
2.3 A candidate who has obtained a minimum of 45% marks in the practical of each subject and has obtained not less than 20 percent marks in theory papers may be admitted a supplementary examination of the same year or along-with his annual examination of the higher class simultaneously. Such a candidate will be required to pay the examination fee per subject as prescribed by the University from time to time as fee for the supplementary s well as for annual examination. If he does not clear the theory paper/s concerned in the supplementary examination or alongwith the annual examination for the next higher class, he shall revert to the lower class. However, a candidate who does not obtain pass marks in any of the practical paper will be declared fail in the examination and shall be required to rejoin in the course of study afresh for one academic year in order to become eligible for appearing at the examination in a subsequent year, if otherwise eligible.
2.4. A candidate will be eligible to join the Final Year class of the course only after he has passed the MFA First Year Examination.
2.5. The First year and Final year MFA Examination shall be open to a candidate who possesses the qualifications as laid down in Regulations, 1.2 and 2.4 and produces a certificate signed by the Principal of the College:-
- Of having been on the rolls of the college affiliated for the course during the academic year preceding the examination.
- Of having obtained not less than 50% marks of the total aggregate marks of sessional work in all practical subject.
- Of having attended not less than 75% of the lectures and practical in each subject delivered during each year of the course of study.
3. A deficiency in lectures and practical may be condoned by the Principal of the affiliated college upto 5 per cent in each subject of Theory/practical separately.
4. The fee for the Master or Fine Arts (M.F.A.) examination conducted by the Panjab University shall be fixed by the Syndicate from time to time.
5. The examination shall be held in accordance with the syllabus approved by the Senate.
6. The medium of examination shall be English/Hindi/Punjabi.
7. In the case of First Year Examination and Final Year Examination the sessional marks awarded shall be forwarded by the Principal of the College to the University on the prescribed form at least 10 days before the commencement of the University Examination.
8. The minimum marks required to pass each examination to be held at the end of each year shall separately be 35% in each written paper and 45 per cent in practical paper consisting of sessional and examination marks taken together.
9. The final result will be compiled on the aggregate marks obtained in the First Year and Final Year Examinations taken together.
10. The successful candidates shall be classified as under :—
- Those who obtain 75 per cent or more of the aggregate marks, shall be placed in the First Division with Distinction.
- Those who obtain 60 per cent or more but less than 75 per cent of the aggregate marks shall be placed in the First Division.
- Those who obtain 50 per cent or more but less than 60 per cent of the aggregate marks shall be placed in the Second Division.
- Those who obtain less than 50 per cent of the aggregate marks shall be placed in the Third Division.
11. A candidate who does not clear the Final Examination within a period of three years of his admission to the first year shall not be allowed to continue his studies for M.F.A.
12. The Controller of Examinations shall publish the examination result as soon as it is possible after the termination of the Final Year Examination.

In order to provide education in Fine Arts to the deaf and dumb/mentally challenged persons, this institution has started a ‘Special Advanced Diploma Course in Fine Arts’ as per approval of the Panjab University from the session 2011-2012. The duration of the course is two years. Only four seats are available for the course - one seat in each of the disciplines viz. Painting, Sculpture, Applied Art and Graphics (Printmaking) with the proviso that the mentally challenged persons will be eligible for seats only in the disciplines of Painting and Applied Art subject to the condition that such a person would get a certificate from the competent authority of the PGI/Government Medical College and Hospital, Sector-32, Chandigarh, that he/she is fit to pursue in Painting or Applied Art. These students will study the practical subjects prescribed for the M.F.A. course. There would be no written essays or notes
The minimum qualifications for admission to the course shall be a pass in the four years Special Diploma in Fine Arts for Deaf and Dumb/Mentally Challenged Persons or an examination recognized as its equivalent in relevant discipline by the syndicate.

University Regulations :
( For Special Advanced Diploma in Fine Arts for Deaf and Dumb/Mentally Challenged persons)
- The duration of the course for Special Advanced Diploma in Fine Arts for Deaf and Dumb/Mentally Challenged persons shall be two years. Only four seats shall be available for the course – one seat in each of the discipline, viz. Painting, Sculpture, Applied Art and Graphics (Print-making) with the proviso that the mentally challenged persons will be eligible for s eats only in the disciplines of Painting and Applied Art.
- All the two annual examinations for the ‘Special Advanced Diploma’ shall be conducted by the Panjab University. These examinations will be held once a year ordinarily in the month of April or on such dates as may be fixed by the Syndicate.
- The last date for receipt of examination admission form and fee without late fee and with late fee as fixed by the Syndicate shall be notified by the Controller of Examinations.
- The minimum qualifications for admission to the course shall be a pass in the four years Special Diploma in Fine Arts for Deaf and Dumb/ Mentally Challenged persons or an examination recognized as its equivalent in relevant discipline by the syndicate.
- The syllabus will comprise of 50 art objects slides for each year of the course and all the students would be required to know the title of the art works, name of the artist, date of the art object, the provenance, the materials used for making the art object and also the medium. The objective test will be of 50 marks and 10 objects would be shown for which maximum 5 marks will be given for each object. The duration would be one hour. There would be no written essay or notes.
- 25% of the total marks for sessional work shall be awarded by the subject teacher and the break-up of these marks shall be as under:
a. Process 30%
b. Product 30%
c. Aptitude 15%
d. Understanding 25%
A candidate who has obtained a minimum of 45% marks in the practical of each subject and has obtained not less than 20% marks in the objective test may be admitted to a supplementary Examination. - A candidate will be eligible to join the final year class of the course only after he has passed 1st Yr. examinations.
- All the two examination shall be open to a candidate who possesses the qualifications as laid down in Regulations 2.1 and 3.1 and produces a certificates signed by the Principal of the college.
- Of having been on the rolls of the college affiliated for the course during the academic year preceding the examination.
- Of having obtained not less that 50% marks of the total aggregate marks of sessional work in all practical subjects.
- Of having attended not less than 75% of the practical’s in each subject during each year of the course of study. Educational trips/tours to historical and other places of educational interest organized by the college for each course of study shall count towards practical and exemption for these trips will be given by the Principal only in exceptional circumstances to be recorded.
- A deficiency in practical’s may be condoned by the Principal of the affiliated college up to 5%.
- The fee for all the examinations shall be as prescribed by the Syndicate/Senate from time to time.
- The examination shall be held in accordance with syllabus approved by the Senate.
- The mediu7m of examination shall be English/Hindi/Punjabi.
- The sessional marks awarded shall be forwarded by the Principal of the college to the University on the prescribed form at least 10 days before the commencement of the University examinations.
